    Judith Selzer, Chair

    Judith Selzer is an executive coach, consultant, and social change leader with over 25 years of experience driving high-impact transformations. Through her public affairs firm, Selzer360, she partners with individuals, teams, and organizations to turn bold visions into actionable strategies rooted in values and focused on measurable outcomes.

    She has led national and statewide initiatives with prominent social justice and philanthropic organizations, advancing electoral strategies, legislative campaigns, and nonprofit leadership development. Judith co-founded the Women’s Foundation of Florida, Virginia Women’s Foundation, and Virginia Women’s Voices—all dedicated to investing in the leadership and ideas of women and girls.

    A passionate advocate for policy change, Judith has led campaigns that secured millions in public funding and blocked harmful constitutional amendments. She has collaborated with organizations like Planned Parenthood, the Ms. Foundation for Women, and SEIU, and is a certified coach through the International Coaching Federation (ICF) and the Co-Active Training Institute (CTI). She holds degrees from Smith College and Florida Atlantic University, and brings a values-driven approach to coaching, consulting, and coalition-building that helps leaders create lasting, meaningful impact.

  • Naveed Khan, Virginia Women's Foundation Board Member

    Naveed Khan, Treasurer

    Naveed Khan is a clinical mental health counselor based in Virginia, with a strong commitment to expanding access to quality mental health care. She has worked extensively with graduate students, young professionals, and high school students in Washington, D.C., bringing a thoughtful and inclusive approach to her practice.

    Naveed’s passion for mental health advocacy began well before she entered the counseling field. After earning her undergraduate degree from Smith College, she worked at a domestic violence organization in Washington, D.C., supporting women and adolescents. Her international work has included designing and facilitating workshops for healthcare professionals on workplace harassment and gender-based violence—further reflecting her commitment to justice and equity.

    As a graduate student, Naveed focused her research on the social determinants of mental health and the importance of culturally responsive counseling for women. This research continues to inform her clinical approach and advocacy work.

    She is excited to support the Virginia Women’s Foundation in its mission to promote gender, racial, and economic justice for women across the state.

  • Katie Stephens, Virginia Women's Foundation Board Member

    Katie Stephens, Secretary

    Katie Stephens is a seasoned public health professional with two decades of experience advancing community health and access to care. She currently serves with the Virginia Department of Health, where she supports a wide range of public health response efforts across the Commonwealth.

    Prior to her work in Virginia, Katie spent 15 years with Planned Parenthood, holding leadership roles in Florida, New Jersey, and New York City. Her diverse experience there included community organizing, health center management, and operational leadership—positions that deepened her commitment to health equity and patient-centered care.

    A native Floridian, Katie holds a Bachelor of Arts in Sociology and a Master of Public Health (MPH) from the University of Florida. She brings a collaborative, mission-driven approach to her work and continues to be a strong advocate for public health at both local and state levels.

  • Sara Ratcliffe, Virginia Women's Foundation Board Member

    Sara Ratcliffe

    Sara Ratcliffe is a seasoned political strategist and community leader with over 30 years of experience advocating across local, state, and national levels. She has dedicated her career to championing marginalized communities, focusing especially on healthcare and social justice. Sara’s commitment to public service is deeply personal, shaped by her upbringing in the Midwest, where she witnessed firsthand the challenges families face when public policy falls short of their needs.

    A graduate of George Washington University with a degree in Political Science, Sara began her professional journey working as staff for U.S. Senator J. James Exon and as a research assistant to noted political author Elizabeth Drew. Her early experiences laid the foundation for a career devoted to public advocacy and policy. She has held key leadership roles at prominent organizations such as Catholics for Choice—serving as Domestic Program Director, Vice President, and Interim President—and at the American Cancer Society’s Center for Tobacco Cessation as Policy Manager. Through these roles, Sara honed her expertise in advancing public policy.

  • Karen Isabel Guevara, Virginia Women's Foundation Board Member

    Karen Isabel Guevara

    Karen Isabel Guevara is an accomplished international development professional and the founder of the Equanimity Foundation (EQF), a nonprofit organization dedicated to delivering locally tailored, sustainable development solutions. Drawing from her personal experiences growing up in El Salvador during a period of civil unrest, Karen has developed a deep commitment to empowering marginalized communities. She has led transformative projects in conflict-affected regions such as Afghanistan, Nigeria, and Colombia, focusing on inclusive programming that integrates community insights and cultural context .

    Karen has held significant roles across the U.S. government, nonprofit sector, and private industry. She has managed security sector reform programs in Mali, United Nations peacekeeping initiatives in Fiji, and capacity-building efforts in countries including the Philippines, Sri Lanka, Mexico, and Kenya. Her tenure at the U.S. Departments of State and Defense involved diplomatic assignments in Turkey, Germany, Greece, and Botswana, as well as strategic policy development at the Pentagon. Notably, she served as the Department of Defense representative to the White House Council on Women and Girls, advocating for female leadership and empowerment.
